- How is this information communicated? Which media are used?
- Is this information accessible to all stakeholders?
- Is this information 'scientific'? (that is, with proper units, references, measurement methods, etc.)
- Is this information related in any way? (or is it 'loose pieces' of information?)
Action
- Can you identify the action of the plan?
- Does the action appear internally coherent? How would you check formally?
- Does the action appear compatible (or, better, coordinated) with the action proposed in other related documents (if applicable)? How would you check formally?
- Can you tell how the action was conceived? Was this done in a formal task? Which techniques were used?
- Can you tell whether the action (and, consequently, the plan) is capable of leading to 'success'? How would you know that?
- What are the references of 'success'?
Outcomes
- What are the desired outcomes of the plan, such as objectives, aims, and targets?
- Are the desired outcomes in this plan compatible (or coordinated) with those of other related documents (if applicable)? How would you check formally?
- What are the likely outcomes of the plan? How were these forecast?
- Does the plan consider any potential 'side-effects'?
